Those particular effects come exclusive with Windows XP Media Center Edition PCs. However more basic zoom xmls have been written by various people so you might want to use the search option to search the forums. You can also check out Rehan's Pan Zoom Package. If you select the freeware/trial version you will have the high quality filter for 15 days. After it expires the effects still work but the filter is gone and results in poorer image quality.

The MCE WMM pan/zoom was discussed in this post

If you study that post you'll see that you didn't have to have a MCE PC - if you can get hold of them you can just copy these files
WMM2FXPZ.DLL
WMM2FXPZ.XML
Just put these in C:\Program Files\Movie Maker\Shared\AddOnTFX

Forgot to mention that you would also have to register the DLL.
C:\Program Files\Movie Maker\Shared\AddOnTFX>regsvr32 WMM2FXPZ.DLL

I have the MCE Pan/Zoom working on my winXP system.
Using Yahoo I found WMM2FXPZ.DLL on the web at http://www.dll4you.com/ (but the free link doesn't seem to work anymore and they want you to buy it).
I then composed the XML myself using the information provided in the earlier post.
I'm not sure of the legality of copying the DLL so I won't be posting it myself.
If you really want Pan/Zoom you could just get Rehan's package which is more flexible.
I also used a custom title to do Pan/Zoom.

Glow,
Thanks for the tip!
I have a MCE desktop.
I produced a movie on it with the transitions that were installed.
I wanted to move the project to my laptop... but found that after I moved all the picture files and restored the links, it didn't have all of the transitions.
I just copied the DLL's from the MCE PC to the laptop, registered the DLL, and it worked like a champ... thanks!
